Résumé du discours du Secrétaire général du Quai d’Orsay

The Secretary general, M. François Delattre, welcomed the delegates and emphasized the high priority that the French MFA gives to the wellbeing of diplomatic families, in close coordination with AFCA that he praised for its exemplary commitment. He pointed out the importance of keeping a balance between professional and private life.

The Secretary general then went on to express his admiration about what EUFASA is accomplishing and thanked the Director of Human Resources and the French family Officer for their close partnership with AFCA.

Diplomacy is a demanding profession : for the diplomat for having made this choice of career and for the spouse/family for having to deal with uncertainty and with the prospect of having to reinvent their lives in an attempt to find a balance with every expatriation.

The SG highlighted the fact that spouses and partners play an instrumental role in this complex issue. The MFA has an increased responsibility to accompany families when they leave for a posting and when they return to their home capitals.

Another point which the SG addressed is gender equality within the MFA and the notion of “feminist diplomacy’’. The major goal being the balance between profession/family which is an essential part of this policy.

An important step has been made in the last few years with the creation in 2016 of the Family Office which has proved to be an important link between the MFA and AFCA . This department deals with issues such as employment, preparation for expatriation, education and social protection, training sessions, finding a job in the Ministry of Foreign Affairs or in diplomatic missions in close collaboration with AFCA.

The Secretary general next mentioned his strong interest in the work and the research of the EUFASA Paris conference and the opportunity which is given during the two days of the conference to exchange good practices and to observe the progress made on subjects such as education for children with special needs, the ERD, the fight against climate change. EUFASA has, in all these subjects, a special role to play with the topics of presentations on the agenda which are of great importance and interest.

In conclusion, the Secretary general underlined the fact that diplomacy is a difficult but also a fascinating life and thanked the delegates for their presence, reminding them about the reception that he was going to give in their honor the same evening at the Hôtel du Ministre.

Le Secrétaire général, M. François Delattre, a souhaité la bienvenue aux délégués et a souligné la haute priorité que le ministère français des Affaires étrangères accorde au bien-être des familles diplomatiques, en étroite coordination avec l’AFCA qu’il a saluée pour son engagement exemplaire. Il a souligné l’importance de maintenir un équilibre entre vie professionnelle et vie privée.

Le Secrétaire général a ensuite exprimé son admiration pour ce que l’EUFASA accomplit et a remercié la directrice des Ressources humaines et la déléguée aux familles pour leur partenariat étroit avec l’AFCA.

La diplomatie est un métier exigeant : pour le diplomate qui a fait ce choix de carrière et pour le conjoint/famille qui doit faire face à l’incertitude et à la perspective de devoir réinventer sa vie pour tenter de trouver un équilibre avec chaque expatriation.

Le SG a souligné le fait que les conjoints et les partenaires jouent un rôle déterminant dans cette question complexe. Le MAE a une responsabilité accrue d’accompagner les familles lorsqu’elles partent pour une affectation et lorsqu’elles retournent dans leur capitale d’origine.

Un autre point que le SG a abordé est l’égalité des sexes au sein du MAE et la notion de « diplomatie féministe ». L’objectif principal étant l’équilibre entre profession/famille qui est un élément essentiel de cette politique.

Une étape importante a été franchie ces dernières années avec la création en 2016 de la délégation aux familles qui s’est avéré être un lien important entre le MAE et l’AFCA. Cette délégation traite de questions telles que l’emploi, la préparation à l’expatriation, l’éducation et la protection sociale, les sessions de formation, la recherche d’un emploi au ministère des Affaires étrangères ou dans les missions diplomatiques en étroite collaboration avec l’AFCA.

Le Secrétaire général a ensuite mentionné son vif intérêt pour les travaux et les recherches de la conférence EUFASA Paris et l’opportunité qui est donnée pendant les deux jours de la conférence d’échanger des bonnes pratiques et d’observer les progrès réalisés sur des sujets tels que l’éducation des enfants ayant des besoins spéciaux, l’ERD, la lutte contre le changement climatique. L’EUFASA a, dans tous ces sujets, un rôle particulier à jouer avec les sujets des présentations à l’ordre du jour qui sont d’une grande importance et d’un grand intérêt.

En conclusion, le Secrétaire général a souligné que la diplomatie est une vie difficile mais aussi fascinante et a remercié les délégués pour leur présence, leur rappelant la réception qu’il allait leur donner en leur honneur le soir même à l’Hôtel du Ministre.
